Coding Window Hours
Number coding is enforced during two windows on weekdays. Between 10:00 AM and 5:00 PM, all vehicles can travel freely on UVVRP-covered roads.

Number coding hours vary by city. Makati enforces 12-hour continuous coding while some cities have suspended it entirely.

Makati City: 7 AM to 7 PM continuous coding
Makati's coding covers the entire business day — 6 hours longer than standard Metro Manila. This applies to Ayala Avenue, EDSA (Makati segment), Buendia Avenue, and Gil Puyat Avenue. Plan expressway routes to avoid Makati exits on your plate's banned day.
Number Coding Exemptions 2026
The following vehicles and situations are exempt from the MMDA UVVRP number coding scheme:
Expressways (NLEX, SLEX, Skyway, SCTEX, TPLEX, CALAX, CAVITEX, MCX, STAR, NAIAX, NLEX Connector, Harbor Link, Skyway Stage 3)
National holidays and special non-working days
Emergency vehicles (ambulance, fire truck, police)
Government vehicles with official plates
Public utility vehicles (UV Express, taxis, TNVS with LTFRB franchise)
Vehicles with diplomatic plates
Hybrid and electric vehicles with MMDA exemption sticker (EVIDA Law, registered before Dec 31, 2025)
Persons with Disability (PWD) with valid PWD ID and vehicle sticker
School buses with LTFRB franchise
Vehicles proceeding to medical facilities (with proof)
Delivery vehicles with MMDA-issued exemption permits for essential goods
Funeral vehicles in active convoy
Expressways are always exempt from number coding
All 13 Philippine expressways (NLEX, SLEX, Skyway, SCTEX, TPLEX, CALAX, CAVITEX, MCX, STAR, NAIAX, NLEX Connector, Harbor Link, Skyway Stage 3) are not covered by UVVRP. Use the Skyway Stage 3 to bypass Metro Manila coding restrictions entirely.
How to Apply for an Exemption Permit
Visit MMDA Office
Go to MMDA Traffic Discipline Office at EDSA corner Orense Street, Guadalupe Nuevo, Makati City
Submit Requirements
Bring vehicle OR/CR, valid driver's license, proof of exemption eligibility (PWD ID, medical certificate, business permit), and 2 valid IDs
Pay ₱500 Fee
Processing fee for exemption sticker, valid for 1 year from issuance date
Display Sticker
Affix MMDA exemption sticker on lower right corner of windshield, visible from outside
Expressway Rules During Coding Hours
Toll expressways — NLEX, SCTEX, TPLEX, SLEX, Skyway Stages 1-3, CALAX, CAVITEX, MCX, STAR Tollway, and NAIAX — do not enforce number coding on their mainline sections. Once you pass through a toll plaza with valid RFID, your plate-ending digit is irrelevant on the expressway itself.
However, entry and exit points located within Metro Manila or LGU jurisdictions fall under local coding rules. For example:
The NLEX Balintawak entry at 7:30 AM on a Monday will apprehend plates ending in 1 or 2 (within Quezon City jurisdiction)
The SLEX Magallanes exit at 5:15 PM on a Wednesday will catch plates ending in 5 or 6 exiting into Makati
Skyway Stage 3 elevated sections are coding-free, but Balintawak and NLEX Connector exits drop into coded areas
Tip: Time your expressway entry and exit
Enter expressways after 10 AM or exit after 8 PM on your plate's coding day. RFID-equipped vehicles can enter anytime, but exiting into Metro Manila during coding hours triggers a violation.
Number Coding Fines & Payment 2026
Fines escalate with repeat offenses within 12 months. Payment must be made within 15 days to avoid license suspension.

Where to pay: MMDA satellite offices, Bayad Centers, SM Business Centers, and the MMDA online payment portal.
Deadline: 15 days from apprehension. Unpaid violations block LTO vehicle registration renewal.
What Happens If You're Apprehended
MMDA traffic enforcers conduct coding enforcement through stationary checkpoints and mobile patrols. Here's the process:
Enforcer flags your vehicle
You'll be asked to present your driver's license and vehicle registration (OR/CR).
Traffic Violation Receipt (TVR) issued
The TVR contains the violation code, fine amount, date, time, location, and enforcer details. Signing acknowledges receipt, not guilt.
License may be confiscated
Enforcers can confiscate your driver's license. You must settle the fine and retrieve it within 72 hours.
Pay the fine within 15 days
Pay at MMDA offices, LGU treasurer's office, or authorized payment centers. Keep your official receipt.

7 Tips to Avoid Number Coding Violations
Set phone calendar reminders for your plate's coding day with alerts at 6:30 AM and 4:30 PM
Use Waze or Google Maps during coding hours — both apps flag number-coded roads and suggest alternatives
Plan expressway trips to enter after 10:00 AM or exit after 8:00 PM on your coding day
Install an RFID tag (Autosweep or Easytrip) for quick expressway access to bypass coded surface roads
Use Grab, taxi, or carpool with a non-coded vehicle for unavoidable trips during coding hours
Keep your PWD, medical, or business exemption sticker valid and visible at all times

Holiday Coding Suspensions 2026
Number coding is automatically suspended on declared national holidays. MMDA issues confirmation announcements 24 hours before special non-working holidays.

How to Contest a Number Coding Violation
If you believe your apprehension was unjust, you can contest it within 15 days. Dashboard cameras and mobile phone videos are admissible evidence.
File Written Complaint
Submit complaint letter with TVR and evidence (photos, dashcam footage, RFID logs) to MMDA or LGU adjudication office within 15 days
Attend Hearing
Present your case, evidence, and witnesses at the scheduled hearing date (within 30 days)
Receive Decision
Decision issued within 15 days after hearing. If dismissed, TVR is voided. If upheld, pay within 7 days
Appeal if Necessary
File appeal to LTO Adjudication Office within 15 days of adverse decision
Provincial Number Coding: Baguio, Cebu, Davao
Baguio City — Extended daily coding
5:00 AM to 10:00 PM daily, including weekends. Covers Session Road, Harrison Road, and major tourist areas. Fines: ₱500 first offense, ₱1,000 second, ₱2,000 third. Motorists driving Manila to Baguio via NLEX-SCTEX-TPLEX travel unrestricted on toll roads but must observe Baguio's hours upon entering city limits.
Cebu City
Coding suspended since 2024. No restrictions as of 2026.
Davao City
No number coding policy. Drive freely.
