City-Specific Number Coding Rules

Number coding hours vary by city. Makati enforces 12-hour continuous coding while some cities have suspended it entirely.

City / AreaCoding Hours
Metro Manila (Standard)7-10 AM, 5-8 PM
Makati City7 AM — 7 PM

Las Piñas, Parañaque, Valenzuela, NavotasNo Coding
Baguio City5 AM — 10 PM daily

Davao CityNone

Makati City: 7 AM to 7 PM continuous coding

Makati's coding covers the entire business day — 6 hours longer than standard Metro Manila. This applies to Ayala Avenue, EDSA (Makati segment), Buendia Avenue, and Gil Puyat Avenue. Plan expressway routes to avoid Makati exits on your plate's banned day.

Number Coding Exemptions 2026

The following vehicles and situations are exempt from the MMDA UVVRP number coding scheme:

Expressways are always exempt from number coding

All 13 Philippine expressways (NLEX, SLEX, Skyway, SCTEX, TPLEX, CALAX, CAVITEX, MCX, STAR, NAIAX, NLEX Connector, Harbor Link, Skyway Stage 3) are not covered by UVVRP. Use the Skyway Stage 3 to bypass Metro Manila coding restrictions entirely.

How to Apply for an Exemption Permit

1

Visit MMDA Office

Go to MMDA Traffic Discipline Office at EDSA corner Orense Street, Guadalupe Nuevo, Makati City

2

Submit Requirements

Bring vehicle OR/CR, valid driver's license, proof of exemption eligibility (PWD ID, medical certificate, business permit), and 2 valid IDs

3

Pay ₱500 Fee

Processing fee for exemption sticker, valid for 1 year from issuance date

4

Display Sticker

Affix MMDA exemption sticker on lower right corner of windshield, visible from outside

Expressway Rules During Coding Hours

Toll expressways — NLEX, SCTEX, TPLEX, SLEX, Skyway Stages 1-3, CALAX, CAVITEX, MCX, STAR Tollway, and NAIAX — do not enforce number coding on their mainline sections. Once you pass through a toll plaza with valid RFID, your plate-ending digit is irrelevant on the expressway itself.

However, entry and exit points located within Metro Manila or LGU jurisdictions fall under local coding rules. For example:

Tip: Time your expressway entry and exit

Enter expressways after 10 AM or exit after 8 PM on your plate's coding day. RFID-equipped vehicles can enter anytime, but exiting into Metro Manila during coding hours triggers a violation.

Number Coding Fines & Payment 2026

Fines escalate with repeat offenses within 12 months. Payment must be made within 15 days to avoid license suspension.

OffenseFine
1st offense₱1,000
2nd offense (within 12 months)₱2,000
3rd and subsequent offenses₱5,000

Deadline: 15 days from apprehension. Unpaid violations block LTO vehicle registration renewal.

What Happens If You're Apprehended

MMDA traffic enforcers conduct coding enforcement through stationary checkpoints and mobile patrols. Here's the process:

1

Enforcer flags your vehicle

You'll be asked to present your driver's license and vehicle registration (OR/CR).

2

Traffic Violation Receipt (TVR) issued

The TVR contains the violation code, fine amount, date, time, location, and enforcer details. Signing acknowledges receipt, not guilt.

3

License may be confiscated

Enforcers can confiscate your driver's license. You must settle the fine and retrieve it within 72 hours.

4

Pay the fine within 15 days

Pay at MMDA offices, LGU treasurer's office, or authorized payment centers. Keep your official receipt.

License confiscation warning

Enforcers may confiscate your driver's license for number coding violations. Settle the fine and retrieve it within 72 hours, or face additional penalties and possible suspension.

7 Tips to Avoid Number Coding Violations

Set phone calendar reminders for your plate's coding day with alerts at 6:30 AM and 4:30 PM

2

Use Waze or Google Maps during coding hours — both apps flag number-coded roads and suggest alternatives

3

Plan expressway trips to enter after 10:00 AM or exit after 8:00 PM on your coding day

4

Install an RFID tag (Autosweep or Easytrip) for quick expressway access to bypass coded surface roads

5

Use Grab, taxi, or carpool with a non-coded vehicle for unavoidable trips during coding hours

6

Keep your PWD, medical, or business exemption sticker valid and visible at all times

Frequently Asked Questions

What is number coding in the Philippines 2026?
Number coding is a traffic management scheme that bans vehicles from major roads based on the last digit of their license plate during rush hours. Metro Manila's Unified Vehicular Volume Reduction Program (UVVRP) restricts vehicles from 7:00 AM to 10:00 AM and 5:00 PM to 8:00 PM on weekdays, with Monday banning plates ending in 1 and 2, Tuesday 3 and 4, Wednesday 5 and 6, Thursday 7 and 8, and Friday 9 and 0.
What are the number coding hours in Metro Manila 2026?
Standard Metro Manila number coding hours are 7:00 AM to 10:00 AM and 5:00 PM to 8:00 PM, Monday through Friday. Makati City enforces extended hours from 7:00 AM to 7:00 PM continuously. Weekends and national holidays have no coding restrictions. Las Piñas, Parañaque, Valenzuela, and Navotas do not enforce number coding as of 2026.
How much is the fine for number coding violation 2026?
Number coding fines are ₱1,000 for first offense, ₱2,000 for second offense within 12 months, and ₱5,000 for third and subsequent offenses. Payment must be made within 15 days at MMDA offices, LGU treasurer's offices, or authorized payment centers. Unpaid violations block vehicle registration renewal at LTO.
Are expressways covered by number coding?
Toll expressways like NLEX, SLEX, Skyway, CALAX, and CAVITEX do not enforce number coding on their mainline sections. However, entry and exit points within Metro Manila or LGU jurisdictions follow local coding rules. Exiting SLEX at Magallanes into Makati during coding hours will result in a violation if your plate is banned that day.
What vehicles are exempt from number coding 2026?
Exempt vehicles include government vehicles on official business, police and military vehicles, ambulances, fire trucks, vehicles with PWD displaying valid stickers, diplomatic plates, hybrid and electric vehicles with MMDA exemption stickers issued before December 31, 2025, public utility vehicles with valid franchises, and delivery vehicles with MMDA exemption permits. Exemption stickers cost ₱500 and are valid for 1 year.
Is there number coding on weekends 2026?
No, Metro Manila has no number coding on Saturdays and Sundays. The UVVRP scheme applies only Monday through Friday during rush hours. Baguio City is an exception — it enforces number coding daily including weekends from 5:00 AM to 10:00 PM year-round.
How do I apply for number coding exemption?
Apply at MMDA Traffic Discipline Office, EDSA corner Orense Street, Guadalupe Nuevo, Makati City. Bring vehicle OR/CR, driver's license, proof of exemption eligibility (PWD ID, medical certificate, or business permit), and 2 valid IDs. Pay ₱500 processing fee. The exemption sticker is valid for 1 year and must be displayed on the lower right windshield.
What happens if I don't pay a number coding fine?
Unpaid number coding violations appear in the LTO database and block vehicle registration renewal. You cannot renew your vehicle registration until all outstanding traffic violations are settled. Repeated violations can lead to driver's license suspension and vehicle impoundment. Pay fines within 15 days to avoid compounding penalties.
Can I use RFID to avoid number coding?
RFID (Autosweep or Easytrip) allows faster toll payment but does not exempt you from number coding. However, RFID-equipped vehicles can use expressways to bypass coded surface roads. Enter the expressway after 10:00 AM or exit after 8:00 PM on your plate's coding day to avoid violations at entry and exit points within Metro Manila.
Is number coding suspended during holidays?
Yes, number coding is automatically suspended on declared national holidays including New Year's Day, Holy Week (Maundy Thursday and Good Friday), Independence Day, Christmas Day, and Rizal Day. MMDA announces suspensions for special non-working holidays 24 hours in advance via its official Facebook page and website. Election days also suspend coding nationwide.
What is Makati number coding 2026?
Makati enforces number coding from 7:00 AM to 7:00 PM continuously on weekdays, 6 hours longer than standard Metro Manila coding. The scheme covers all roads within Makati including Ayala Avenue, EDSA (Makati segment), and Buendia Avenue. Fines are ₱1,000 first offense, ₱2,000 second, and ₱5,000 third within a year. Skyway elevated sections above Makati are exempt, but entry and exit ramps fall under Makati jurisdiction.
How do I contest a number coding violation?
File a written complaint at MMDA Public Assistance and Complaints Division or the issuing LGU's traffic adjudication office within 15 days. Submit the TVR, supporting evidence (photos, dashcam footage, RFID logs), and a written explanation. Hearings are scheduled within 30 days, and decisions are issued within 15 days. If dismissed, no payment is required. If upheld, pay the fine within 7 days or appeal to LTO Adjudication Office.
Does number coding apply to motorcycles?
No. Motorcycles are exempt from the UVVRP number coding scheme in Metro Manila. Only four-wheeled vehicles with private plates are covered. Motorcycles can travel freely on all coding-covered roads during all hours.
