Here's the part that stings
You'd expect the long highways to cost the most. They don't. The priciest roads in the country per kilometre are the short, elevated shortcuts through Metro Manila — the NLEX Connector charges ₱15.45/km, about 5.7× more than the cheapest expressway, the STAR Tollway at ₱2.70/km. It isn't the distance you're paying for. It's the shortcut — the minutes you buy back from the traffic.

Methodology
Cost per km = full end-to-end Class 1 toll ÷ operational length, using TRB-verified rates cross-checked against operator matrices. Multi-expressway networks (NLEX+SCTEX, SLEX+Skyway+MCX) are excluded — no single trip covers their full length. Partially-open expressways (NLEX Connector, CALAX) use their operational length, noted in the table. Yearly cost = round-trip toll + fuel × days driven × 52 weeks; fuel assumes ₱60/L and 12 km/L. Comparisons use an NCR minimum-wage annual salary (~₱168k), a typical domestic long-weekend trip (~₱20k), and a small NCR studio rent (~₱13k/month). Tolls: TRB & operators. Fuel: DOE.
