In short

The IC standard Private Car Policy (official source), used since 1 July 2023, excludes flood from own damage, and CTPL never pays for your own car. The IC motor tariff (official source) sets the AON minimum rate at 0.50% of the car's insured value.

Own damage and theft run from 1.25% to 3.75%, rates as of 1 January 2015. Each flood claim still carries a deductible of at least ₱2,000.

Does car insurance cover flood damage?

Only with Acts of Nature. General Exception 3 of the IC standard wording removes flood, typhoon and other convulsions of nature from every section except CTPL.

AON puts them back.

BPI MS shows the mechanics in its own terms. For an additional premium, its FTHVEE endorsement deems the words "flood, typhoon, hurricane, volcanic eruption, earthquake" deleted from the exceptions.

The rest of the own damage section still applies: the deductible, parts depreciation and the insured value cap.

CTPL alone pays nothing toward your flooded car. The CTPL guide sets out what the compulsory cover does pay.

Choose AON if the car parks or travels where streets flood, because without it the whole repair is yours. Skipping it lowers the premium by at least the 0.50% tariff line, and every flood loss then falls on you.

Compare the add-on across insurers in the acts of nature guide.

How insurers sell flood cover

Most insurers treat AON as an add-on that needs an extra premium. Cocogen says it is not part of every motor policy and needs approval and an additional premium.

Bethel calls it an optional extension. Standard's Car Protect brochure lists AON among its covers, up to the sum insured.

The matrix below and the insurer directory show each insurer's stated terms.

Flood claim do's and don'ts from the policy wording

The policy sets the rules for the hours after a flood. None of them mention water depth.

They are about not adding to the damage and telling the insurer early.

OONA's own guide names "negligence after the incident" as a common exclusion on Acts of Nature claims.

How to file a flood claim

A flood claim follows the own damage route with one extra form at some insurers. The claims guide covers the parts every motor claim shares.

Before step 1
AON printed on your policy schedule, and photos of the flooded car where it stopped
Done when
The insurer approves the repair estimate or makes a cash offer
  1. Report the flood

Give the date, the place and where the car now sits. The standard wording asks for notice as soon as possible.

  2. Arrange the tow

Use the insurer's towing or a tow to the nearest repairer. Towing is paid up to the limit on your schedule.

  3. Complete the report form

Standard Insurance asks for an AON questionnaire on acts of nature claims. BPI MS and Standard both use a motor accident report form.

  4. Submit the documents

Pioneer asks for three general documents on a flood claim: an accident report or affidavit, the licence, and the CR with current OR.

  5. Approve the estimate

You may authorise repairs within the Authorized Repair Limit on your schedule. Send the insurer a detailed estimate without delay.

When a state of calamity is declared

IC Circular Letter 2025-21 (official source) applies once a national or local state of calamity is declared. Insurers must speed up processing, approval and payment of disaster claims.

They must also relax procedures and document requirements and give more time to file claim notices.

Outside a calamity, Insurance Code, Sec. 249 (official source) sets the payment clock. The insurer pays within 30 days after receiving proof of loss and ascertaining the amount.

Questions

Does car insurance cover flood damage in the Philippines?

Only when the policy includes Acts of Nature cover. The IC standard wording excludes flood from own damage, and CTPL never pays for your own car.

What is the three tire rule for flooded cars?

No Philippine policy or IC rule contains it. The riot, strike and three tire rule guide sets out the clauses that do apply to a flood claim.

Can I still claim if I drove my car after it flooded?

The original flood damage stays claimable if you have AON. Any further damage from driving before repairs is excluded under Condition 3 of the standard policy.

How much does flood cover cost on car insurance?

The IC motor tariff sets a minimum Acts of Nature rate of 0.50% of the insured value, before DST, VAT and local tax. Put your quoted rate into the premium calculator to see the total.

Does CTPL pay for flood damage to my car?

No. CTPL pays third parties for death and injury caused by your vehicle. Damage to your own car needs own damage cover with Acts of Nature.

What documents do I need for a flood claim?

Expect an accident report or affidavit, your licence, and the CR with current OR. Standard Insurance adds an AON questionnaire, and photos of the damage help every insurer.
