CTPL or comprehensive: which do you need?
You need CTPL to register any vehicle, under the Insurance Code, Sec. 389 (official source). Add a comprehensive policy to protect your own car, and your lender will require one if the car is financed. Without it, repairs to your own car and its theft are yours to pay.

Car insurance questions
How much is CTPL for a private car?
₱560 for one year and ₱1,610 for three years, taxes included, under IC Memorandum Circular 4-2006 (official source), in force since 1 January 2007. That is the IC tariff for every insurer. Some insurers sell online at a higher figure: Cibeles lists ₱730.40 and Standard ₱610.40 (October 2026), so compare the total before you pay.
Is car insurance required in the Philippines?
CTPL is. Under the Insurance Code, Sec. 389 (official source), the LTO cannot register or renew a vehicle without it. Sec. 401 sets a fine of at least ₱500, up to 6 months in prison, or both, for driving without it. Comprehensive insurance is not required by law, though lenders ask for it on a financed car.
What does comprehensive car insurance cover that CTPL does not?
Your own car. CTPL pays only for death or injury to third parties, up to ₱200,000 since IC Memorandum Circular 2024-01 (official source). A comprehensive policy adds own damage and theft, and usually offers extras such as acts of nature, personal accident and roadside assistance, which differ by insurer.
How is a comprehensive premium worked out?
The insurer applies a rate to your car's value, adds the price of any extra covers, then adds 12.5% documentary stamp tax, 12% VAT and local government tax. Insurers quote the rate when you ask, so the calculator above takes the rate from your quote.
