The cheapest car insurance you can legally drive with is CTPL: ₱560 a year for a private car, taxes included. IC Memorandum Circular 4-2006 (official source) fixes that price for policies issued since 1 January 2007.

In short

Bought online, insurers add fees: OONA sells it at ₱599, Standard at ₱610.40, Pioneer at ₱637.94 and Cibeles at ₱730.40, as of 3 October 2026. CTPL never pays for your own car.

To cut the price of comprehensive car insurance, raise the deductible, insure at fair market value, and keep your no claim bonus.

Cheapest legal cover: CTPL prices side by side

The Insurance Commission fixes the CTPL premium, and that figure already includes documentary stamp tax, VAT and local tax. Online sellers then charge their own all-in price.

Standard's ₱610.40 is exactly ₱50.40 above the tariff. In 2016 an IC deputy commissioner (official source) put the all-in CTPL price at no more than ₱625.40.

That total counted a ₱50.40 LTO IT fee plus an authentication fee.

Every CTPL policy pays the same benefits, whatever you paid for it. IC Memorandum Circular 2024-01 (official source) raised the limit to ₱200,000 in 2024 and applied it to existing policies automatically.

Cibeles's page still shows the older ₱100,000 limit, but the new figure governs. Choose the cheapest seller if all you need is LTO registration, because the cover is identical.

Then confirm the policy shows up in LTO's records with how to check if a car is insured.

Five ways to lower a comprehensive car insurance premium

A comprehensive policy has no fixed price, so the savings come from the lines you choose. Each lever below is set in the IC tariff, the standard policy or an insurer's own terms.

Run each change through the premium calculator to see what it saves on your car.

Dropping acts of nature saves the most on paper: at least 0.50% of value. Without it, the standard policy pays nothing when a flood or typhoon damages the car.

On a financed car that is rarely an option, because several banks require it, as the car loan insurance requirements show.

Choose to keep it if the car is parked or driven where streets flood; otherwise it is the largest line you can drop.

No claim bonus: the renewal discount you keep by not claiming

A claim-free year earns a discount at renewal, called the no claim bonus or no claims discount.

In Circular Letter 15/92 (official source) of 15 June 1992, the IC said refusing it breaches the policy, the Motor Car Tariff and the Insurance Code. No insurer states its own bonus scale.

OONA shows example ranges only on its site, as of October 2026, rising with each claim-free year.

So before claiming a small dent, compare the repair bill with the deductible and the bonus you would lose. The bonus is not the Certificate of No Claim, which is a document for third-party claims.

That one is explained in how to get a no claims certificate.

1 claim-free year
5% to 10% (OONA example)
2 claim-free years
10% to 15% (OONA example)
3 claim-free years
15% to 20% (OONA example)
4 or more claim-free years
20% to 30% (OONA example)

A low premium can still mean a high bill at claim time

What you pay when you claim matters as much as the premium. Two lines in the IC standard Private Car Policy (official source) decide it: the deductible and the depreciation on replacement parts.

That form is required on policies from 1 July 2023. A cheap policy with a high deductible moves cost from the premium to the claim.

The standard deductible is 0.50% of the insured value, at least ₱2,000, paid by you on each own damage claim.

On parts, the standard policy pays in full only while the car is up to 3 years old. After that you share the cost of new parts on a fixed scale.

Some insurers soften this. Cocogen (official source) repairs without a deductible at its Gawa Agad accredited shops, and its Turbo Shield add-on waives depreciation on windshield and window glass.

Online flows ask for your car's details first. Standard asks for plate, chassis and engine numbers.
